It said  "a current licence issued in another country that is written in English"
Hong Kong driving licence is written in Chinese and English.
You just need to hold the Hong Kong driving license to drive in SA.
But depends what Visa you holding.
If you are international student that is fine.

香港驾照现在如果你不是香港本地居民不能提供香港护照的话不能了 劝你们别投机取巧
