Real Estate Agent Act 2008 Part 1 Section 4 (1)
Minister means the Minister who is for the time being responsible for the administration of this Act

請問這Minister在中文的定義是司法部長、主管當局、權責部門主管抑或是其他? 因為就字面上的意思，如果沒有理解錯，僅是當其時負責這個法令的施行與管理的人。

另外"land"
我的理解(或可稱翻譯)是這樣

土地[1] 包括附著其上的任何產業及權益，無論永久業權[2] 或動產，包含依附在土地的建物或牢固於任何此類建物上的東西，及依1952年土地轉讓法註冊的所有許可，及2003年退休村法案所指之任何占有權協議，任何有關土地的交易，任何涉及且包括其中的私人財物、有形財產或其他資產。

[1]“land” includes all estatesand interests, whetherfreehold or chattel, in real property, and includes any building and any part of a building, and any licencethat is registrable under the Land Transfer Act 1952, and any occupation right agreement within the meaning of the Retirement Villages Act 2003; and, in relationto any transaction relating to land that also relates to any goods, chattels,or other property, also includes those goods or chattels and that other property

[2]永久業權是指當購買一套別墅（House）時，在產權證上所登記內容為土地的邊界、面積及土地範圍內所有物業的產權擁有者，無使用及租用年限限定；如購買的是一套公寓（Condominium），業主所購買的不僅僅是此項物業，還包括此房產所佔這塊土地上1／N的不可分割的永久產權和此套房產所在的空間（AirSpace）永久使用權。

16Consultation in relation to practice rules

Practice rules are made by the Authority with the approval of the Minister and after consultation with—
- (a)agents, branch managers, and salespersons that the Authority considers to be representative of the real estate industry; and
- (b)any other persons or groups that the Minister may direct.

執業規則(practicerules[1])需經監管局及部長與(a)(b)項人員磋商(consultationwith[2])後由監管局制定並經部長批准施行；

(a) 經紀人，分行經理或營業員等監管局認定之不動產行業代表；及

(b) 任何部長指派之第三方個人或團體。

[1]根據Black’sLaw Dictionary之解釋rules of practice are the various orders of a court thatregulates the methods used to present actions and to conduct business. 其同義詞為”Ruleof Court” are the regulations that govern the conduct of businessby a court and the presiding judge carries rules of the court as the needsarise因此我預計將之譯為執業規則，或業務守則。

Practice rule大陸通常譯為實踐規則

(與…協商，磋商)或是(向...諮詢)

感激不盡。

我非法律專業，因此在讀法條時總遇到諸多問題。

你好。
这牵涉到法律上的论点。我的观点如下：-
1. Minister 是指负责执行该法例的部长。而部长的定义是被选入国家议员负责该条例的部长。
2. 其他方面你已经有详尽的解释，我无需再提供任何其他意见。
