It's not about money.

Looting after the disaster makes rescue even more difficult. The police and military need to control crime instead of concentrating on rescue. Also, the looter's lack of concern for the victims does not raise morale.

No, the police and military is still fighting crime instead of doing the much needed rescue.

The only way order can be maintained without the intervention of the police and the military is if the citizens are familiar with the evacuation routine and are all honest people. I don't think that is ever going to happen.

You would hope the criminal understands their action is causing even more suffering for the victims and they will control themselves for the time being.

其实我一直没搞明白，地震局是用来干嘛的！就是用来来了地震之后你告诉我们几级？还是告诉我们一共来了多少余震？呵呵呵呵

在地震之后确定地震具体发生位置，统计受灾情况。
协助中央制定适宜的救灾方案。
张恒当年发明地动仪就是这个作用，不用等地方官飞马报急。
